The latest informational and outdoor advertising technology: Report from the presentation of “Outdoor Video and TV” project

On 2 June 2000, the presentation of “Outdoor TV and Outdoor Video” project: “The latest informational and advertising technology” was held at the R&D Institute of Informational Technologies, member of the National Council for the Economic Cooperation with Latin American Countries. The presentation was sponsored by the Moscow Government and supported by the Latin American Department of the Russian Ministry of Foreign Affairs.

The presentation was attended by:

  • Guatemala’s Ambassador to Russia – H.E. Mr. Matta F;
  • Bolivia’s Ambassador to Russia – H.E. Mr. A. de Acha Prado;
  • Uruguay’s Ambassador to Russia – H.E. Mr. Pedro Dondo;
  • Cuba’s Ambassador to Russia - H.E. Mr. Carlos Palmarola;
  • Representatives from the Embassies of the Latin American countries in Moscow: Brazil, Columbia, Mexico;
  • Ambassador Plenipotentiary, Deputy Director of the Latin American Department of the Russian Ministry of Foreign Affairs – H.E. Mr. Yan Burlay;
  • Board Director of the National Council for the Economic Cooperation with Latin American Countries, Director of the R&D Institute of Informational Technologies the R&D Institute of Informational Technologies under the Moscow Government – Mr. Boris Medvedev;
  • Chief Editor of International Internet LED screens Magazine “ATV Systems – Animation TV Video Systems”, author of patents on “Outdoor TV” and “Outdoor Video” – Mr. Vladimir Krylov;
  • and other invitees.

1. H.E. Mr. Yan Burlay, Ambassador Plenipotentiary, Deputy Director of the Latin American Department of the Russian Ministry of Foreign Affairs, opened the meeting by informing the invitees about the Latin American Department of the Russian Ministry of Foreign Affairs and its work in the area of economic cooperation between Russia and the Latin American countries.

He introduced Mr. Boris Medvedev, Board Director of the National Council for the Economic Cooperation with Latin American Countries, Director of the R&D Institute of Informational Technologies the R&D Institute of Informational Technologies under the Moscow Government.

2. Mr. Medvedev described the activities of the National Council that sees as one of its main objectives the search for potential partners among Russian and Latin American companies that cooperate in joint projects in the area of modern high technologies.

Mr. Medvedev introduced Mr. Alexander Usatov, head of the companies that are the leaders on the new technological frontier of “Outdoor Video and TV” systems.

3. The main report was presented by Vladimir Krylov, the author of the “Outdoor TV and Video” project. He drew the attention of the audience to the following:

  • current status and future prospects of the outdoor video advertising systems;
  • examples of the currently operating outdoor TV and video systems;
  • operational expenses and return on investment in this area.

In conclusion he remarked that the priority market development in the area of digital informational and advertising systems would focus on:

  • digital advertising and informational networks within a city, a country or several countries of the region (similar to CNN) based on large outdoor screens of “Outdoor TV and Video” systems;
  • establishment of local licensed assembly companies that would ensure the growth of new digital outdoor video systems in the interested countries.

In the discussion that followed, several important issues were raised:

  • The Guatemala’s Ambassador H.E. Mr. Matta F. stressed his interest to this topic. He welcomed the open approach of Russian scientists and manufacturers and their willingness to create local assembly shops in the interested countries. He pointed out that Guatemala offers tax holidays for companies that support local manufacturing industries.
  • The Uruguay’s Ambassador H.E. Mr. Pedro Dondo said that his country is also interested in this new approach. Moreover, this approach corresponds to the current economic policy of Uruguay that strives to support open technologies and stimulate companies offering to develop indigenous manufacturing industries.
  • The Bolivian Ambassador H.E. Mr. A. de Acha Prado confirmed his interest in the topic. He stressed that this interest stems not from the politeness required by protocol. Bolivia also focuses efforts at developing modern high technology industry and would be interested in considering its participation in such projects.
  • The Cuban Ambassador H.E. Mr. Carlos Palmarola drew everyone’s attention to the fact that Cuba possesses industrial capabilities that could be useful in implementing such projects.

The following questions were further discussed:

  1. average prices for such digital advertising systems;
  2. what expenses for technical support of work of outdoor electronic screens;
  3. necessary assembly capacities;
  4. return on investment after the implementation stage;
  5. time required for implementing such projects;
  6. what new advantages gives the interface Internet and large outdoor screens;
  7. the current patents and their owners.

The detailed answers were provided to all above questions.

At the closing of the presentation, Mr. Burlay and Mr. Medvedev thanked the audience for their active interest in the project and their participation in the discussion. They also expressed hope for the continued interest in the matter and future cooperation.
